Help on a new engineer
I just started to play an Engineer and I'm wondering if there are any buffing items or nano skills/implants that I can get to get higher QL robots.

There are many such items 
The two most important skill boosts come from implants and buffs though. Make sure to wear high Ql implants (as high as you as comfortable with to equip) with equal boosts to MatCrea, Time&Space and MatMetam. Also make sure to equip a belt component with as many deckslots as possible, and fill them with high Ql NCU. The NCU will allow you to ask other people for buffs to cast a higher bot; Mochams from a Metaphysicist and a wrangle from a trader.
Other items, such as rings of presence, miy's nano armour, a soft pepper pistol aren't really relevant yet for someone who just started playing.

At low levels, even a tiny Mastery buff from a MP can get you a pet that's twice your level, so even stumbling across a level 30ish MP would be enough to get you a higher level pet.

I'm not that funded right now on my engi. I have maybe 1 mil to fund it but thanks for all the suggestions but btw where do you get a soft pepper pistol?

Soft pepper pistols are found in canisters in missions and are reasonably rare. These canisters are then tradeskilled into a gun. Expect to pay somewhere between 2-5m for one. Personally I would take saavicks advice and rule out such things until you get more of a grasp on the game.
The easiest way to get a bigger robot is to install the best head/eye/rh implants you can easily put in, and get the most NCU you possibly can so you can get buffs from mp's and traders.

people tend to be generous enough to put together imps for free, especially low ql imps. jus get nano nanny to help you design the imps you want and then get the clusters and basic imps at the shops (if you're a low level engineer right now that will be no trouble whatsoever) and LF someone to put a few imps together for you. if you can afford givin him a fair tip then do that and he could be willing to help you in the future

I'm happy to build imps for free. I can put together most any imps up through QL 200 that don't require Jobe clusters. Feel free to look for me on RK1.
