The real key is the minimap, you just outrun the pursuing mobs until gap width X has been achieved. This means that MapNav 130 upgrades
must is present. With implants, I can do that at as early as level 13-14. Stop running, insta-cast (or as close as you can get) and be running again when recharge starts. Width X is determined by you, there are several tradeoffs: how much damage are you willing to absorb (which is then healed on the run), how much speed avantage you have, how far down is the nano pool, what HP are the target mobs, what your casting speed is, how many casts-to-kill,.... It's just practice.
The other critical factor is keeping the kite together, which after awhile means looping the head back on the tail in order to pick off the weakest mobs. I run straight, in circles, in esses, figure-eights, whatever seems to work, but also keeps me outside melee range of the weak mobs. This is were the trox works out best, with the huge HP pool, I can pick off the back end while absorbing some damage.
Newlands offers several areas of medium density mobs for your level 13, just look around the lake on your monster-enabled minimap. When you get a yalm, you can visit the higher level kiting areas and get a birds-eye view of tactics. I find that I run much closer to the mobs than many NTs, I've even watched some actually turn around and face the mobs
