hmmm well as it pains me 2 say it perhaps crawler as a temp then omni steel ribbed or apocalypse leather?

Crawler would be pretty good probably. As exarch robe alone provides enough ACs to minimise damage from cultists the extra inits from crawler will let you go closer to full def. And you could upgrade it to prowler to make it last longer.
